Cat With Watery Eyes Since Birth - Any Remedies?

What would you recommend for a ragdoll cat that has persistent watering eyes? Has had since birth.

try putting drops of colloidal silver 10ppm into the cats eyes 2x/daily to see if it is a bacterial infection.
