He takes fish oil & raw egg daily. No vaccines since 1 yr old or flea tick gel application. No heart guard since he was 3. Seems to be good health except his legs are acting really weird now with falling on the tile.

Have you tried giving him coconut oil? Need to get UNREFINED, COLD-PRESSED COCONUT OIL and add 4-5 BIG TABLESPOONS per day to his food.
Also try adding 1 big tablespoon of flax seeds and organic apple cider vinegar (for strength) to his diet.
You can also order some pure MSM powder and mix 1-2 tablespoon in his food and then lower the dose as he starts getting better. Do these 4 things to his diet and I bet he will be running soon!
Don't skip on COCONOT OIL - A MUST for every dog in this world but esp. old dogs.
