Retains or Removes Moisture?

how can honey withdraw moisture from bacteria but yet retain moisture, as said in the skin section

Marik: Honey is often used as an antiseptic and it can retain moisture and also prevent bacterial growth from taking place since honey in the sugar is too concentrated for the bacteria to draw enough water needed for the bacterial growth. Honey cannot be used to kill them, it merely prevents their growth at the very least. To kill them you need to apply alcohol first before using the honey.
