I would have to second MCT oil. I used it on my scalp once or twice a week, and it works perfectly. I would imagine that it would work well on your eyebrows as well. I would transfer the oil to an empty bottle with a dropper for easy application.

I too have tried many oils to heal this issue. I had huge flakes everywhere and a scalp that would get so dry.

I highly recommend MCT oil. I discovered the remedy while reading a post on reddit. Run and get this oil.

I add a little a a time to a class bottle with a dropper along with tea tree oil. So far so good. I haven't seen a single flake after 4 weeks od daily use. Try it.
