I am new to this myself but based on my understanding of its mode of operation, I would say no. MMS is an oxidizer and is best used on pathogens and other pathological cells in the body. A stroke causes nerve damage.
What could potentially help your condition is lion's mane mushroom extract and a low inflammation diet and staying physically active.
Look into vitamin A toxicity as well.
Also, reduce your intake of sodium chloride as much as you can.
