Periodic Incontinence in One Dog and Itching in Another Dog

My dog has periodic incontinence. She is spayed and approx. a year old and seemingly healthy otherwise. She seems to usually be dry at nighttime and she is house trained. However, she will leak when playing or chewing on a bone or sitting next to you. It is very unpredictable and it does not appear to be related to the length of time she was last outside. In other words you can take her out, she will go to the bathroom and bring her back in and she will leak, sometimes a little sometimes a lot. She has been checked repeatedly for UTIs and is negative. Do you have any suggestions?

Also, I have another dog that has allergies. Spayed 3 year old female. Been to vet with her and they only treat if she has developed infection due to scratching. No insect or bites seen. Otherwise vet just says give her benedryl prn. Any suggestions as she will scratch till she looses all her hair?
