Questions About Apple Cider Vinegar and Chia Seeds for Horse Ulcer

Can I give my horse apple cider vinager in tablet form crushed up in his grain or does he need to drink it for ulcers and I am new to Chia seeds. Can I feed milled or ground chia seeds to my horse or should I keep feeding them in seed form and do they need to be soaked first before feeding them too my horse? I am a little worried about him choking on the tiny seeds. Please help. thank you.
