Am I Giving Enough ACV for a Cure for My Cat's UTI?

My cat was having difficulty weeing, would gingerly walk away, growling and hissing and licking genitals. Some days worse than others. One day he vomited and was in so much distress he couldn't tolerate me going anywhere near him. Admitted to vet hospital for 4 days to have catheter. Paid £600+. He comes come and I'm thinking he is completely cured. Within the hour he same symptoms, ie, trying to wee but very little coming out. Back to vet for over night monitoring. Ditto again. Vet said he will need same procedure again. Researched and come across apple cider vinegar. Bought some with Mother. As our cat won't tolerate wet food, vet has given me prescription cat biscuits specifically for urinary tract. I am dissolving 1/4 tsp of Apple Cider Vinegar in 2 tsp of water and syringing directly into his mouth.is this ok? I have tried adding tsp to his drinking water but he can smell it and so won't drink it. will this small amount of cap cure him? He is squatting to go to loo for nearly 1/2 hr at a time, first passing tiny amounts of urine then one slightly bigger. He will use the litter tray for a time but will wee on carpet too so hard to keep track of how much wee is coming out. Will he get better? He has had two doses so far.
