Amy,
They make Benadryl cream, but it can't be used in the eyes, mouth or nose, only on the face. Quercetin can also act as an antihistamine and anti inflammatory. Check with your doctor for approval and supervision before trying these.

Dear Amy, You can try turmeric as an anti-inflammatory.
Nettle leaf is also a great herb for allergic reactions.
You can take 2-4 capsules of either every few hours.
Or try hydrotherapy.
Get 2 washcloths. Cool one with water. Place over eyes for 1 minutes. Soak the other with warm water and apply to eyes for 1 minutes. Back and forth with cool and warm applications for a total of 7 times, beginning and ending with cool. This has been surprisingly helpful for us for this sort of thing.
I hope you feel better soon!

Amy, the swollen eye might have nothing to do with the hair dye. Twice we have had to deal with a suddenly swollen eye and each time, eye "baths" with bilberry extract cleared it up pretty quickly. If I remember correctly, it didn't take more than 2 days.Replied by mmsg (somewhere, europe) on 06/16/2022
Amy, sorry, I meant to say Bilberry extract DILUTED IN PURE WATER!
