Since I wasn't getting any amazing effects from it, I decided to gradually bring myself down to only 250 mgs every few days. My question is, that whatever dosage I used I always ended up having a deep sleep around 3 PM when the Phenibut basically wears off for me.

This is a russian drug designed back in the 60's. It mimics gaba in its performance, however it has a few undesirable side effects.
