Suseeq, see if you can find a dentist that offers 'sedation dentistry'. That might work for you.
There is also information on this website about different reasons for the gums not being numb:

Thanks Lady Mars for the info. I find that no dentist believes you when you tell them this is what happens and it is most annoyingReplied by Tab628 (San Lorenzo, Ca) on 08/23/2014
Hi Suseeq,
I just came across your post and was interested because I had worked in the dental field for over 30 years. I was curious, have you experienced this problem with multiple dentists ? It has been my experience, having worked with many dentists over those years, that the problem is not the patient but the dentist. Some of them just are not good at giving anesthesia, it's that simple. For whatever reason they refuse to consider their technique and choose to blame the patient. Now, the really great dentists I've worked for had no problem admitting they missed the mark and would rethink how they could change their delivery. This always seemed to work. We are not all wired the same, what works for one does not work for everyone. So I do not think it is you who can not get numb, but rather the dentist who can not get you numb. You might want to start asking the people you know if they have a dentist they like and can recommend. That's what I would do. I hope this was at least somewhat helpful. Many blessings and best of luck.
