Dear Tamicca,
It may be coincidence with the sun exposure. It is very common for babies to get a face rash as you describe at 4-5 weeks. Many of my babies did. My babies' rashes general got better if I avoided dairy for a while.
I would be careful about what to use to treat it topically, whatever it is. Baby skin is so delicate.
I usually wash baby's face with just plain water.
A calendula salve may help if you can find one with few ingredients. (Ideally, olive oil, beeswax and calendula.)
Organic coconut oil may help, but test a small area first to make sure it suits.
Breastmilk can be used on baby skin and may be helpful.
I think you are wise to hold off on aloe since your 2 year old is sensitive to it.
Hopefully this will pass soon.

Tamicca, a rash on a newborn's face can be from acidity. A new mother was drinking lots of orange juice at first, and the baby got just such a rash, which disappeared once she started drinking water and herbal teas instead.Replied by Tamicca (Conyers, Ga) on 10/14/2017
