Dear Joanne: Potassium carbonate is found as part of the formulation of the product Microhydrin or Megahydrin, in modest amounts and the amount they used is quite safe. The problem about it is that the price is high. I also buy them food grade from a chemical suppliers too.
If you're looking for a cleaner with a higher pH, why not suggest Borax It's pH ranges from 9 - 10.5, and forms the basis for many laundry cleaners.
Potassium carbonate pH is more alkaline than borax. However this might work too, but you need a much lower dose to prevent toxicity if taken internally not exceeding 250 mg. This is one reason why borax was not recommended. However, for external applications only, you just add the borax to saturation, plus the H2O2.
