Ted's ACV and Baking Soda Remedy Not Raising pH, Why?

I am trying to get my pH to 8 with Ted's vinegar and baking soda. But it's not working. Now using 2 tablespoons apple cider vinegar, and 1/2 teaspoon baking soda. What can I do?
