Dear Sarah,
I recently had issues with a itchy scalp, for which I could see or find no cause. I tried a borax rinse with each shower and it seemed to resolve it. (I had tried castor oil and also Apple Cider Vinegar to no avail.)
This is what I did: after I washed and conditioned my hair, I had a bowl with about 1/4 cup borax and 6 cups of warm water. I stuck my hair into it and swished around my hair and made sure it touched my scalp. Then I poured the whole thing over my head, slowly. I did this for about a week and the problem is gone and has not come back.
Please make sure she is using an all natural shampoo/conditioner without SLS.
Turmeric is an anti-inflammatory. Follicullitis is a sort of inflammation. She could try a turmeric capsule a couple of times a day as well. It should be taken with plenty of water.
I hope she feels better soon!

My daughter have had very dry scalp, on and off for several years, and what I found to be very helpful is organic coconut oil, and wild crafted oil of oregano. I just get about two table spoon of coconut oil, and mix about six to ten drops of oregano oil and it helps a lot. what I think would really help is to figure out what vitamins/ minerals she is deficient in, because that will really solve the problem. I started giving my daughter a couple of drops of iosol iodine and a super green multi-vitamin&mineral and its been over six months, and so far so good.Replied by AskMeAboutGMOs (New York) on 09/19/2015
When I was having a scalp issue, I used organic apple cider vinegar. It has to be organic and have the "mother" in it. It is the healing kind. After you wash her hair, put full strength ACV on, towel the hair for about an hour, then leave it on till it air dries. I had to do this a few times but it killed whatever fungus was going on. Don't use a hair dryer until your scalp has healed.
