Horse Chestnut may be helpful to you. If you can find or make a cream or oil, you can apply it to your face. This has helped people with broken capillaries and with varicose veins. I made a horse chestnut salve for my varicose veins (but haven't used it as they are not actually bothering me right now) by putting the nuts into a jar and covering with olive oil. I let it sit for 2 weeks (maybe longer) and strained out the nuts. You can add some vitamin E oil to preserve it and melt a little beeswax into it to make it a salve. But the oil extract alone would work the same.
Is it possible that your medical condition is contributing to the broken capillaries?
If you can add some cayenne pepper to your diet, that may be helpful as cayenne is very good for the blood vessels.
I am sorry I do not know where you would purchase horse chestnuts or a pre-made salve or cream where you live.
Another thing that would be easy and inexpensive to try is castor oil. This you should be able to get at a pharmacy. You can apply a small amount to the face each evening. You might want to use a pillowcase that isn't your favorite in case you get oil on it. It sounds like it would make your face oily (and it feels greasy at first) but it does not make your face oily, only softer.
