Have you tried dry-brushing?
Use a natural bristle brush and brush the areas before you shower. Using firm strokes, go up and down, side to side, then in circles for about 3 minutes on each leg above the knee. If you stick with it, you'll notice a huge improvement--possibly a complete elimination.
I would also include some spot exercises that focus solely on the quads, just for good measure.
If you are a gym member, the leg extension apparatus is a good one. It isolates the lower quads above the knee.
